We implemented RFC 912 on our DEC-20's.  Our DEC-20 FTP supports
the equivalent of Unix's .rhosts file, and uses auth service
to verify that the guy at the other end is really who he claims
to be.  I regard this is slightly more secure than the mechanism
used by rcp.
