We have a problem with nroff-troff using the -ms macro.
   (using a Sun 2-3 running 4.2 unix)

   If a footnote is used in either 
             a. the title
             b. the abstract

   BEFORE the first .PP  then we get two (2) copies
   of the footnote number, but only one (1) copy of the
   actual footnote. Something like:

   -----
   1
   1 This is the footnote

            
Has anyone else had this problem and/or know of a solution?
