I found this to be true when I downloaded BICLOCK.PRG from CIS and tried to run it. By the way, the program is called BICLOC.PRG in the ATARI16 forum under utilities. This is the program that is featured in this month's ANALOG magazine. Anyway, the program seemed to work fine until I tried to escape from it. There was no way to do this.
