WSKEY.DQC was bad.  I replaced it temporarily with WSKEY.DOC,
extracted from WSKEY.LBR which is now there to consolidate the
files associated with that package.

EVERYONE: PLEASE NOTIFY ME WHEN YOU HAVE A PROBLEM WITH ANY FILES IN
THE SIMTEL20 ARCHIVES.  I have off-line backups for nearly everything
I have uploaded over the years.
