Most of the SA types I know I would not compare to Hitler, but nevertheless there's no advantage whatsoever to anyone in the new system except for the backbone-- originally, one of the reasons proffered was that the reorg was to allow the backbone to nuke the "talk" groups easily (and without having to consult anyone else).
