The talk and soc groups has been created so far.  If you didn't
get the newgroups, somebody upstream from you didn't forward them.
If you're seeing traffic on those groups, they probably started
forwarding them since.  It wouldn't hurt to have your local SA
do a local inews -C on those groups to get them created in your area.
