No, no! All net.* groups are being killed - this has been in the air
for at least 3 months, except that the decision was not announced on
every single newsgroup (why clutter up an already congested news
system.) For more details read net.news.*.  The general idea is that
there exist several noise groups which systems don't want to carry
(and I sincerely hope soc.culture.indian does not degenerate into one -) 
For example all discussion oriented groups now are classified into
talk.* , all computer oriented groups into comp.* and all society
oriented groups into soc.*. It will now be extremely easy for backbone
sites (as well as local systems) to kill transmission of high volume
groups.
I hope this clarifies the situation - any flames or discussions can be
directed to net.news.*.
