I just recalled that the question has already been tested in
court(*).  A child with a delicate medical condition was
seriously injured by ordinary playground roughhousing at school.
The finding of the court was that a certain amount of petty
violence was to be expected on the playground and that any child
whose condition could not tolerate that should not be there.
