Not in the legal sense, but some 17-year-olds can handle things like this, and
some can't.  For that matter some 27-year-olds can't.  I'm not saying that
both partners aren't responsible for what happens, but who is going to call
somebody irresponsible for having sex with somebody who claims to be protected
but isn't?
