I've found that a single strip of paper, if held by one end and hit rapidly makes a cheap but usable "voice box." I had to think of how to not only strike the paper rapidly, but also keep it in place for the next hit. After trying several methods, I've settled on taping the paper to the grill of a common 6" blade household fan. Varying the frequency of the current to the motor very quickly using a specially designed regulator controlled by my PC, I can simulate speech quite effectively. The first attempts were pretty poor and the only sound it would make was "Ali Shaik" so I use that as the name of the fan. Now I've gotten much better at it--I've even taught "Ali" to say entire sentences (one of which is my .signature quote).
