Terrorism is not war. It is not even remotely like war. The West could destroy all of Moslem Beirut, but as long as a few people with a grievance and a bomb existed, there would be terrorism. The Israelis invaded Lebanon in 1982 to crush the PLO, but there are still PLO terrorist activities going on in Israel and Europe. Terrorism cannot be wiped out by acts of violent revenge. It requires political solutions. At least the French, by maintaining a peace-keeping force in Beirut, are trying to aid the political process. J Westbrook
