Hardly - the attacks require planning,  training  and  financing.
They  are  ordered  by  smug  and powerful people like Assad or
Khomeini - not desperate at all.

A few - very few - of the actual terrorists are  suicidal.   Most
aren't  -  and the people who pull the strings are nothing of the
sort. Disincentives applied to them have a good chance to work  -
though of course you won't hear them admit it.
