The proclaimation of the Cross is God's universal and steadfast faithful love of God for his whole Creation. (One could call this the Faith of God manifested in Christ). This is summed up quite well in 1 John 2:1,2: If any man sin, we have an Advocate with the Father, Jesus Christ the righteous; and he is the perfect offering for our sins, and not for ours only but the sins of the whole world.
