Since the mailing list you posted to represents a mixture of at least
two computer networks, it would be helpful if you would specify which
network you are on. If, as I suspect, you are on Usenet, I don't
think you can reach SIMTEL20(?), though I am not absolutely certain. 
Your best bet may be to find someone on ARPAnet who regularly accesses
that machine and has a connection to Usenet, to forward needed material
to you.
