A Demo version of the MacLab program has been posted to net.sources.mac.
MacLab is a program that presents slides (MacPaint pictures) very fast
(up to 30 frames a second), and uses a millisecond timer to measure
responses.  A manual describing all of the features of the real program
(not just the demo) is included.
