By default, it uses XON/XOFF; the PC BIOS contains no knowledge of this. The PC, by default, can only deal with hardware (DTR) flowcontrol, and this only because it's really in the hardware, not the software. However, nearly every spooler I have ever seen supports XON/XOFF. Most people will be using a spooler, so I think this is the answer.
