  Well, it was a consensus but not complete agreement. At any rate, what was
agreed to was that if a mistake had been made, it would be corrected, but
not until AFTER the reorganization was completed. Also, mod groups will not
be moved in the initial phase of reorganization anyway, which renders the
entire argument moot, at least for now. Undoubtedly it will come up again
when the mod groups get moved.
