Problem:
	
    We have a machine receiving news from two sources.  
    Source B tries to transmit (via uurec) while source 
    A is transmitting (via a uucp connection).  In the 
    log file we get the message 'News system locked up'.
    Consequently, the news from source B is dropped and
    never posted.  

    How can we set up our site to guarantee this will 
    not happen?
