Dave, what you saw in Milwaukee was the annual AAPRCO Convention (that's
the American Association of Private Railroad Car Owners Inc.).  I haven't
been to any of their conventions, but I've travelled a bunch by private
car (mostly the Lehigh Valley 353, a business car, and the Clover Colony,
a Pullman with uppers, lowers, and bedrooms), and it's fun!!  (also not
cheap!)

The magazine you're asking about is "Private Varnish", published by the
AAPRCO.  Subscriptions are $16/year ($30/two years) from:
