Probably because, no doubt, DEC is not selling programming information
for the QDSS.  I think this is a very bad practise, but DEC managers
are not likely to change this policy unless they see it hurting
sales.  Therefore, I recommend that no one buy any DEC hardware
for which DEC does not sell programming manuals.
