Summary: Want some like a "modemcap" file

Does there exist any type of modem independent support for outgoing
modem dialing and use for system V?  I'm looking for something
like termcap[info] such that I don't have to re-write all my comm. programs
each time a user finds a new modem. Any thoughts or comments?
