I'm afraid that this statement is incorrect: the Tax Act requires that banks report interest on accounts (and therefore a SIN is required). I'm not sure about the status of non-federally chartered institutions such as some trust companies and all credit unions, but, since the regulation is related to income reporting, I would assume it applies here, too. (I know my credit union wanted my SIN when I joined.)
