Further checking indicates that the proceedings were all mailed five
weeks ago.  They are sent fourth class mail, which means they sometimes
get delayed.  (It's an issue of money.  The proceedings are very heavy
and postage is a non-trivial part of the expense.)

Hopefully they should be arriving soon in everyone's mail box.
