I am looking for Historical Daylight Savings Time, and Timezone information.
I would like something more extensive that what ctime(3) gives you.  For
example, dates prior to 1970 are useful to me.  Obscure timezones and
DST rules are also useful.  In short I would like to build a table of:

	- timezone shift from GMT
	- DST start date, if any
	- DST stop date, if any
	- DST shift value
	- start year
	- end year

I thought that someone has such info/trivia in source form, so if you dom please
