UC Berkeley Lines: 6 There is also the fact (not sure how it ties in) that stamps used for foreign mail must be marked with their denomination. This seems to imply somehow that foreign countries might not deliver the mail if they cannot verify that it has been appropriately stamped. -- David desJardins
