You can buy a subscription from APDA (hard copy or on diskette) or you can try to get them from some BBS. There is no restriction on copying the Tech Notes, except that they cannot be resold. I don't recall seeing any of the Macintosh Technical Notes posted to the net. Various people (outside of Apple) have made them available via ftp.
