What banks allow full use of bill paying and electronic account
review from a PC?  I'm in Los Angeles, but wouldn't mind banking
by mail.

Some unacceptable Banks follow:

Bank of America - only lets you pay from their list of merchants.
Citibank Focus Account - $10,000 minimum opening balance.
Security Pacific Bank - Only telephone access for bill paying.
1st Interstate Bank - Only telephone access for bill paying.
