Except for double-size characters and 128 column mode, the VT-100 emulation is complete and accurate. Procomm 2.42 is great, and does a lot of things for $ 25. It works with VI and might suit your needs. But it's got a lot of bugs, and doesn't accurately emulate a VT100 in all ways.
