I was also poking around and found (a while back) the following privileges
that I could find no documentation for:

        UPGRADE
        DOWNGRADE
        and 2 others (I think PRMJNL and TMPJNL)

you can SET PROC/PRIV all of these and also if you do a F$GETJPI("","AUTHPRIV")
on a SYSTEM account, it lists them also...

I suspect that they just took all of the references that they could out
before making a release (I guess they didn;t finish with the functionality
of those privileges)
