News 2.11 shows a definite bias toward sites that exchange news via
uucp :-)  Seriously, after each posting, inews tries to invoke uux,
which doesn't work out so well when you're a site that talks nntp to
all of your news neighbors and doesn't even have uucp and uux available.
True, you can change this by changing UUXMIT (although you can't delete
it entirely), but nowhere is this use documented for the benefit of
non-uucp news sites.  Since this is a new "feature" since 2.10.3,
it should have been pointed out as a change.
