The new and improved checkgroups is broken for all systems that limit
filenames to 14 characters.  The names $$active.mod.all and $$active.mod
are equal for 4 and 5 digit process id's.

The effect of the bug is that checkgroups will always report currently
moderated groups as needing to be made moderated.

Changing the filenames to be $$cur.mod.all and $$cur.mod fixes the problem.
