I must often mark sites "dead" in the argument list to pathalias to avoid having users' mail autorouted via a non-responding site. It seems quite reasonable to at least mark non-responding sites as "dead" in the pathalias database, if their SA's are unwilling to update their map entry every year or so. uucp mail depends on cooperation, and uncooperative sites place a burden on all others, in terms of the need to update the maps manually.
