Don't post GNU Emacs bug reports to comp.emacs. Mail them to bug-gnu-emacs@prep.ai.mit.edu. Anyone who might fix the bug is on bug-gnu-emacs. There is no point in wasting the time of all Emacs users. 2. ALWAYS give the FULL version number. Don't omit the minor version number. Don't say "18.xx". To say that is to assume that all minor versions of Emacs 18 have the exact same bugs. This is not the case. In fact, the primary reason that a new minor version is made and announced is that it is different from the previous minor version. If you have just tested all minor versions of Emacs 18, and observed identical behavior, you might be justified in saying the minor version doesn't matter. But if you have tested only one, you have no way of knowing whether the minor version makes a difference. It is self-defeating to omit this information when M-x emacs-version is all you have to do to obtain it.
