I should hope so. topaz used to be a fairly major relay machine. It is not any more. It doesn't even have the capability to do UUCP over modems. Rutgers University is now routing all UUCP traffic, including that to and fron topaz, via a Sun called "rutgers". We found that large-scale UUCP work doesn't go well with a timesharing machine. There were too many situations when the machine would be eaten by UUCP and news. "rutgers" is now playing the role that topaz used to play. Any UUCP traffic that is routed via topaz will come in via rutgers, go to topaz, and then go back out via rutgers. Assuming that rutgers doesn't figure out what is going on and reroute it, which is likely.
