I wish to get information on CMU's "GRAPES".

Specifically, who wrote the software?
Is it a tool/shell for creating Intelligent Tutoring Systems?
Is it a Cognitive Simulation Model?
Is it Public Domain?
If so, or if not, how can I get a copy of the software?
