Yes, there is a product called "TranScript" by the creators of PostScript (Adobe Systems Inc.). It takes as input the output of troff, ditroff, or plot and produces PostScript as output. The price is ~$500 for binary, ~$1800 for source per CPU. Or ~$3000 for a site-wide source license.
