I found it. More accurately, I found a pointer to it. Those of you who
want it can FTP it from the net.sources archive (details from the
author below). Since John Gilmore should write clean code, I wouldn't be
surprised if the port is straightforward. I'm just buried in other,
more worthwhile (to me, anyway) projects at the moment).

For those of you on USENET who can't get to net.sources archives, but
are seriously interested in trying a port, drop me a note and I'll
mail it to you.

Directions from the author:

The public domain tar program is filed on seismo as
sources/mod/861210.3, which is 86484 bytes long.  If it is not there,
it has been moved to mod.sources/Volume7/pdtar .
