Volume has increased (both in size of messages and number of messages),
the arpanet has gotten slower, duplicates have been received, and it
is time for the arpanet/bitnet distribution of info-atari8 to be done
as digests again.  This will also make things easier for the list
server being implmented on Bitnet.  This time it will stay as a digest
forever,, even if volume dies down again...
