There seems to have been sufficient demand to warrant a post
of the updated version of CHMOD to net.sources. CHMOD is a simple
utility that allows the attributes fo files/subdirectories to be
changed.

The first version had a bug that allowed directory attributes
to be changed only using '=' and not '+' or '-'.
