Yup, the pencil tool is in there.  You might try ResEdit 1.1D- (that's
"one-point-one-almost-D"), which seems to have better font editing than
1.0Dxx, 1.0, or 1.01.

Inside Mac, volume IV, chapter 3 (The Resource Manager) has a section
titled "Overriding ROM Resources."  It says: "You can override some of the 
ROM resources, such as 'CURS' resources, simply by putting the substitute
resource in you application's resource fork."
