I recall an article in Time magazine a few weeks ago.
It referred to a referendum on the California state
ballot for the election just completed.  The referendum
would have designated English as the official language
of the State of California, or something like that.

1.  Can anyone tell me exactly what the referendum proposed?
2.  What are the practical effects of the measure?
3.  Did it pass?
