This seems to me like the source of a great deal of confusion. Also, is there any way to set up a LOCAL moderated group? Best I can tell, any submission to a moderated group goes straight to the nearest backbone machine. The only alternative I can see would be to maintain a complete list of moderators on my own machine, pretending to BE a backbone site.
