I tried changing the padding for the H19s in /etc/termcap, and all I managed to do was slow down the screen displays - it didn't fix the problem. As for the problem of the 'goto' command putting the cursor at the end of the border above the minibuffer, I ran emacs on a terminal that can show the control characters, and emacs is generating a cursor address string to put the cursor there (as far as I can tell).
