The article is by Paul Rovner from DEC SRC, and is on pages 46-57. On standardization: There is another article in the same issue of IEEE Software concerning OSSI (Operating System Standard Interface), which is an attempt to settle on a standard set of library modules for OS support and utilities. The interface portions of these modules were posted to net.sources last fall sometime (October or November). Besides this effort, there is also a British group working on standardizing the language. They also posted some papers to net.lang.mod2 (back when it was still net.lang.mod2) -- one or two concerning proposed standards for all facets of the language, and one titled "All About Strings".
