Correct me if I am wrong, (won't be the first time) but I am under the impression that RT-11 version 2 and older (they are on at least version 5 now) is in the public domain. Of course version 2 is a bit primitive compared to version 3 on up, as it does not have the friendly DCL-like command line interpreter, .com files, etc etc. but is certainly still useful for "real-time" duties.
