(Last time the german ROM's had nearly > half a year delay) It takes Mike Schmal, ROM Guru (AKA the Human Make), a single day to make ALL sets of ROMs. But there is an initial delay for doing language translations. (For instance, a set of Swahili ROMs would probably take a couple months, since no one here speaks it well, and the people who *do* speak it well don't necessarily have ST experience).
