After applying to APDA in December '86, I received the Knaster book you get
when you apply before the end of 1986. Accompanying the book was a receipt
informing me that I had an account balance of $0.00. Also it listed the
book's cost at $0.00 (that's free, no?).

*HOWEVER*, also in the box were 5 copies of a commercial invoice informing me
that I owed APDA US$27.95 for the Knaster Book!

Has anyone else experienced this?
