I can't answer your question directly, because I don't have a TeX manual
with me now, but I do have definitions that create the symbols:

Greater or Approximately and Lesser or Approximately.
All you have to do (I think) is to replace the code (218) for "~"
with the appropriate one for "=". However, since "~" may be already raised,
you might have to play also with the numbers (2pt and 3pt).
