Besides TranScript, another item worth looking into is devps
from Pipeline Associates.  I have not had a chance to examine
the package, just the brochure they sent, but they claim to
translate troff (otroff) and ditroff (troff) files
to PostScript including some extra font support, graphics merging,
etc.  

They also have a much more attractive price than Adobe.

I am not associated with either of these companies in any way save that
they responded promptly and courteously to a phone request for info.
Again, I have not had a chance to check the code and so cannot vouch for it.
