We (at Baylor) are serving as a beta-site for the Electronic SQR
submission project. It seems to be going well from our end.
Basically, you will fill out a template and send it through a processor
program that will do the submission. 
We have submitted  a shell script to fill out most of the template
for you. Hopefully it will make it into the release product.
